This quest can be taken from Talking Island Village, more exactly from Sebion (NPC is in Ruins of Ye Sagira). To locate Sebion, go to the entrance of Harnak (near Hadel) and move to the right. (You talked to this npc a lot when you were low level). If you can't find him, try writing /target Sebion in chat.
After you take the quest from Sebion, go inside Harnak Underground Ruins and kill the raidboss that spawns on the 2nd floor (Harnak's Ghost or also called Harnak's Wraith).
When you killed the raidboss (your party has to do last hit) you have to return to Sebion. After you talked to Sebion, go in the Museum Lobby in Talking Island Village and talk to Pantheon, he will give you the reward.
