As you already know, after you complete your 4th class transfer quest, you have the option to learn new skills. To be able to do that, you have to "give up" to your old skills so you can take new ones. Usually people change all their skills, this is why it's called awakening, but still, there are some people who say that it's better to keep some skills.

Usually, the question appears when talking about the skills Arcane Power and Empowering Echo. This skills are really awesome, because you can get higher magic attack.

Should I change my empowering echo + arcane power skill to new ones?

Depends on what you want to do next. The new skills you take are nice, but they last only 30 seconds and have a reuse of almost 2 min. If you want to farm, I personally think it's better to not change those 2 skills (Arcane Power and Empowering Echo).
The new skills you get (Wizard's Spirit + Double Casting) are great for olympiad farm, but until then, there's a long way to go.

Take in consideration that this change is not reversible, so once you've done it, you can't change your mind. You can leave this 2 old skills until you reach a higher level, and after you start making olympiad you can change them. I think this is the best idea in skill replacement for feoh wizzard class.
